Andy Arthur

Andy Arthur is a Chartered Environmental Health Practitioner, and is an active member of the Chartered Institute of Environmental Health and a fellow of the Royal Society of Health. He was employed in various posts by Cardiff City Council until starting the consultancy in 1987. In addition to formal qualifications as an Environmental Health Practitioner, he is also public health trained and holds a masters degree in public health of the University of Wales College of Medicine.

His experience is largely in housing, and the posts he previously held in local government involved enforcement of housing legislation, including houses in multiple occupation, unfit housing, area improvement and slum clearance. Latterly he was involved with the formulation and implementation of policy on clearance of unfit housing, area based improvement schemes and house renovation grants.

Since 1987, as a self-employed consultant, he has been involved with the inspection of dwellings and reporting on housing conditions, and providing advice, information and expert evidence on most aspects of housing repair and maintenance. He has lectured to post graduate housing managers on the subject of housing disrepair law, and since 1998, as an associate lecturer at the University of Wales Institute Cardiff, has been teaching undergraduate environmental health students.

He has had extensive experience of housing survey projects both within local government, and as a consultant. Since early 2005, Andy has been working with the University of Warwick, IDeA and the National Assembly for Wales on the programme of training enforcement staff in England and Wales on the Housing Health and Safety Rating System (HHSRS) introduced by the Housing Act 2004. He currently provides training for members of the Environmental Health profession and other housing professionals on the HHSRS.
